A thief with the "Mystery Device" can pick up your signal when you walk out into a parking lot. They just park a van in the middle of a mall parking lot with the device inside, and video the cars for which they pick up the signal. Then they just try to find where the car is parked later on. Or, if they can get away with it, they unlock the car while you are gone and go through the console and glovebox for a piece of mail or registration document with an address on it. This is the reason that Colorado started giving you two registration documents - one to keep in your car, that does not have an address on it, and one to use when you need a registration document with an address on it.
