Since June 2009, GM has announced U.S. facility investment of approximately $16.8 billion. About $11.4 billion of that has come since the 2011 UAW-GM National Agreement. In total, these investments have created 3,650 new jobs and secured the positions of approximately 20,700 others.
By the way, it makes sense for a company that sells products in global markets to build those products in the same global markets. That's basic business and economics. But even going back to your link, GM only has two plants in Mexico that supply vehicles to the US, and one of them (Ramos Arizpe) builds Cruze, which is a global car. Lordstown doesn't have enough production capacity to produce enough Cruzes for the entire world. That's where a lot of that investment went.

Also:

Sonic, Cruze, Bolt EV, Malibu, Impala, Volt, Camaro, Corvette, Traverse, Tahoe, Suburban, Colorado, Silverado, Express, Verano, LaCrosse, Enclave, Canyon, Sierra, Acadia, Yukon, Savana, ATS, CTS, CT6, XT5, and Escalade are all built in the US.

Spark, SS, Caprice, Trax, Equinox, Regal, Encore, Envision, Cascada, Terrain, and XTS are built elsewhere. And a good chunk of those are built in Canada, where your Camaro was built. Oh, and two are built in Australia, where your Camaro was engineered.
