How? Honestly I can't for sure. But I would bet $ on it 'cause the roof is too low, the mirrors are too small. Where are the tail lights? Door handles? Government requires side markers. Etc, etc. It looks too conceptual if that makes any sense.
Are there styling cues that make it into production? If it is a genuine GM design, then sure. And some of the styling would be cool!!
