I'm going to say absolutely not. Terrible advice.
Jack stands are not very stable, and any water flow by the car that hits the car is just going to cause the car to topple, possibly in a bad way.
Even just a little water up to the bottom of the tires will cause the car to fall if the water is flowing in any direction.
