Maybe you're a big NHL fan. That's great. But there are a lot more NHL fans being ignored with this decision. Quebec also has a new professional arena built.
Quebec does deserve a Team and will probably get one, as the League needs another Team to even out the conferences.

I think Vegas will do great, especially since they are the only Pro Sports team in town. You don't need the grassroots or outside Ice to be successful. Tampa is a good example - there was no Hockey fervor before the Lightning came here. No outside rinks, no leagues for kids, etc. Even after going through some bad ownership through the years, the team is successful. And now the grassroots are spreading - there are 5 Rinks in the area with another being built. There is also Street Hockey.

As far as making money, a lot of Sports Franchises do not make money (especially in Hockey). It's all about Ego!
