I see this every day and it's usually one of the situations where they could either turn into the closest lane and not disrupt traffic, or wait a few more seconds for traffic to pass and then pull out. Usually when this happens they get right in front of me or they cut me off because they just HAVE TO be in that far lane. Don't get how some people have a license!
