I have no idea if these are separate or related issues. I don't have a clue what the underlying cause is, let alone how to fix it, and even if I did I can't do anything about it because all the back-end stuff is handled by administrators. I don't know when or if this stuff will be fixed. I don't know any satisfactory alternatives, because nothing that I've tried is anywhere near as good as what I'm used to doing.
I wish I could end this with something encouraging. But I can't.

I think we understand, but the question is why aren't the administrators looking in to fixing it? I'm assuming they have support for the forum software and should be able to open a case? I know we're preaching to the choir, so please take my comments as trying to help, but if I were an admin and most of my user base weren't getting notifications, I'd be all over that. It's a pretty base forum requirement. Again, if I can help let me know. I have a lot of experience with this stuff but would obviously have to be granted access to take a look.
