No certainly not the dyno owner-operators fault.

It looks like it was a high speed tire failure. Maybe he went cheap and got improperly rated tires for that high speed? Thankfully it was only on a dyno and not out doing a high speed run on an airport or worse yet a public highway. A blowout like that at that speed would have been a fatal accident, no doubt about it.
