You can run the car for 20 miles on just electric. for some people who just drive around town, 20 miles is plenty. but overtime this number will only get better. its way to expensive for affordable cars at this time though.
CO2 emissions are just a different way to measure fuel economy.

1 (US) gallon of gasoline = 19.64 lbs of CO2

Its a bit less for ethanol, a bit more for diesel. But the point is, burning a specific amount of fuel results in a specific amount of CO2. Electrification will improve fuel economy, just as it improves emissions for the exact same reason: when driving on electricity you are not burning any fuel, getting infinite miles per gallon and producing 0 emissions.
