While the theory behind it has been ongoing for over a decade, some states including California & Oregon, have put into practice volunteer pilot programs that are variations of the proposal.
I guess we must wait for it to be nationally adopted to find out if the American public will oppose it.
Additionally, if you read the SEMA information, none of it is my suggestion.
