I just did some research...the reason there hasn't been "vehement public discussion" is because apparently this has been an idea for over a decade now and nothing has come to fruition. I mean there are links dating back to 2002 discussing this. Plus, there are a ton of hoops it would have to jump through to work the way you're suggesting, not just from a legal standpoint, but technology-wise too.
