There is no harm in applying other places, especially nearby as you can then transfer back to your hometown. I applied and got hires where I live currently, but I'm looking at trying to get back to were I'm from. But more than anything the experience helps. Like you said you will be better prepared next time.
I know its hard. I failed the physical on one of my tries, and I never should have failed. It happens, pick yourself up and move forward. Even after you pass the test there is still a long process to go through before you actually get hired. My first time I made it all the way to the end and was number 4 and the dept hired 3, talk about crushing. Just treat every try as a learning experience and you will get picked up eventually.
Also if several local or nearby depts know you have applied with the others it can work in your favor with one trying to snipe you from the rest, and push your application process through faster so they can get you first.
Mostly learn from it and don't give up.
