I have seen some of the cheap, hand launched electric ones in the park. Every now and then, someone would bring one to the flying field. I don't know about miles high, but they get up there. They're a long way from being computer controlled drones.

Foamies are wayyyyyy more popular now, than balsa. Getting into the flight levels isn't difficult as long as your radio has the range for it.
