Does the Washington GIB. require all other GI Bill $$$ to be used prior?

Texas has the Hazelwood Act which waives ( for Texas vets ) tuition at State colleges/Universities, but the GI Bill has to have been used or unavailable...

Yeah Im from Illinois and we have the same deal. Unfortunately I wont be able to support my fam as a fulltime student. I was going career navy, as soon as I picked up 1st class I was going to drop my officer's package.
