With no offense to anybody who is younger here, 17 years old is still the mind of a child (according to facts). I think the $100,000 per person is a bit misunderstood. The money is intended to help as both restitution as well as for rehabilitative support and counseling. I have a feeling that the money distributed by the courts will have conditions set to it.
