well usually most parking lots, say at a mall or whatnot, are under the jurisdiction of the city/state police 99.9999999999999999999999% of the time. therefore it is under the public motor vehicle code. that and even if it were private property, the security guard is employed there and you are disrupting the peace at a private location that you do not have authorization to do so. same thing as if you come to my house and start spinning your tires in my driveway, i can call the cops and they'd do the same thing.
