I'm sure they can get an electric roadster in for under 30k, first step is to reduce the battery capacity. There are few times when you need to regularly go between 100 and 200 miles, so cut the capacity in half and you spend half as much on batteries. Add in some cost reduction measures and the fact that most engineering has been paid by then, sure its possible. Thing is, a $30k electric roadster will probably be the least practical car on the road, except for a few exotics.
