Just for the hell of it contact your Local PD as it was pointed our earlier Maybe it's a local law that says they can not smoke within 25 feet of the building. I take it this is an Apartment building? Your Landlord might have something in the lease that may send them to another area to smoke. < Just my 2cents worth.
