The rules are strange & cumbersome. Classes are based on gross vehicle weight rating (curb weight + payload/tongue weight). It can work out that a lighter truck with a top of the line engine can do more than a heavier truck with a similar engine. Think of it as a fit middle weight vs a flabby heavy weight boxer. About the same power, but one has to move around a bit less bulk.
