The difference between a Camaro SS & ATS-V+, with regard to the GG tax & CAFE is price & volume. A 5th gen SS sells in the 30 to 40 grand range. A thousand-ish dollars of GG tax represents a decent price hike, and the fuel economy hit would put the car at a competitive disadvantage in its segment. No idea where a ATS-V+ would be priced, but it will probably be roughly triple what an SS goes for. At those prices, another grand or so isn't gong to stop someone from buying the car.
As for CAFE its all dependant on volume. GM probably expected something on the order of 25,000 (give or take a few thousand) automatic 5th gen SSs per year. They probably expect fewer than 1000 ATS-V+'s per year. Its impact on GM's CAFE score is going to be minimal.
