Passing on the shoulder in and of itself is NOT reckless driving. It's a mere infraction and merits a simple traffic citation.
Also, I respectfully disagree with your assertion that attempting to bury evidence that exonerates the guy he arrested is no big deal.
And oh by the way, this is
assuming the police officer is telling the truth about the guy admitting to passing on the shoulder. And considering the complete lack of integrity he has demonstrated, that's a huge assumption.
