It is 100% a Michigan plate. That is where I work and that is where it happened. Should know more on Monday but unsure if there is a way to clean up the still image to clean up the pixels a bit and at least make out a few of the plate numbers to ease the process of finding the guy.
Can't be too hard to find with partial plate number when you know to limit search to a Challenger Hellcat or Scat Pack.
