There may be some truth in that. Violent crimes in the US have been on a decline since 1991. I still feel like many criminals (let's just say robbers) are driven to their illegal actions by need though they might indeed spend their bounty mostly on bs. If you go beating every robber to within an inch of their life it still won't eliminate the need that drove them to robbery in the first place.

The problem with police brutality is that most cops are lead to believe their actions are justified because the system usually backs them up. The referent for "protect and serve" used to be the American public, but it seems that it now refers to "government interests". This is a truly ugly and difficult situation we're in and it's hard to say what the right way is through this. But thankfully, we've now got a pervasion of shaky smart phone cameras out in public to silently record the truth.
