I never partied in high school, although it is worth pointing out that a lot of people go to college and get out of control because they have had no exposure to anything real in their protected environments. I know that I could have gone into my freshman year a lot more experienced and a lot less stupid. In other words, I could have gone into college a little more balanced.
I'm not saying that drinking underage is acceptable, but I would recommend accepting that her defiance now, followed by harsh punishment, will only contribute to more defiant behavior when you aren't around to set her straight.
