Well, assuming it's the first time she's been drunk, she's not going to like the hangover very much.

I'd say try the calm approach one last time and explain that you need to know where she is, what she's doing, etc. and that drinking at her age isn't acceptable, nor is smoking. I know my parents always made sure that I knew that they might be pissed if I went out drinking, but they'd be a lot more pissed if I went out drinking and drove myself home or got into a car with a drunk person. Make sure she knows you're doing it out of concern and not because you don't want her to have fun or whatever.

And, like others have said, if you have any friends in the police department you might want to give them a call next time something like this happens. I'm pretty sure she wouldn't even have to go to the police station, just being handcuffed and put in the back of a police car and driven home would get your message across loud and clear.
