It says careless driving not reckless, in order to get a reckless driving charge a officer would need to see you. (sources: my dads a cop)

No matter what happens his Insurance will give him the full value of a car. I work for Insurance and if your car is under a year old you get the price you paid back.
I'm not sure if they'll pay the mark up price however. If he payed a $25,000 mark up he may be screwed.
