GM has made a 500+ hp NA engine, they did it a decade ago. Its called the LS7. It currently powers the Z/28. The problem with the C7 is, if you have a power to weight target of something like 5.5 lb/hp, a NA Z06 would still need well north of 600 hp. That is very difficult to do while meeting emissions, which is why so few engines accomplish it.

Larger production numbers don't help an engine meet emissions requirements. If anything, a low volume car has an advantage because I think there are exemptions available for ultra-low volume cars. But both the Z06 and the GT350 will be grossly exceeding the production cap (I think its less than 30 cars over the entire production run) so that exemption doesn't factor in.
