I hadn't thought of that.
basic nerd speculation would indicate that this would work to turn Dawn.
However, the characters are constantly getting splattered with zombie juice throughout the series, and none of them change from this.
They also continue to wear clothing that is saturated and stained with Z juice. There is no way in a post apocalyptic high combat environment that no one of them has never sustained a laceration or abrasion.
Also, they eyes are direct transmission routes, almost like an open wound, so theoretically any spatter of Z juice into the eyes would cause infection.
This could be basic Hollywood retardation, which is extremely prevalent in this series (especially tactically,)
or
Perhaps only a bite/scratch from a "live" zombie will work. Like maybe if you stab through a zombie and the penetrative object continues into a living person.

Your idea is way better. Especially if maybe the virus is weakened, and it caused Dawn to turn, but at a much slower rate of progression, and prolonged her suffering...
