they were surgical scissors, so longer and stronger and generally better built than toenail scissors.
I'm pretty sure she was aiming for the neck, even if you miss the carotid arteries or jugular veins, there is still the trachea, and if you go deep enough the cervical spine.
Also, puncture wounds tend to be more difficult to treat because the penetrating object is depositing all sorts of foreign matter and pathogens all along the wound channel, additionally, the narrow nature of the puncture itself makes it difficult to debride and sterilize the wound. Often, a puncture wound will have to be opened up, not that big of a deal in a modern setting with advanced trauma care, but in a pst apocalyptic zombie world...
My point being, Dawn was a terrible person, I would have liked to have seen her succumbing to septic shock and dying a prolonged agonizing death, as opposed to instant cranial evacuation
