I cannot believe that anybody gives a rat's ass about this... if he was trying to "save" his spot when he wasn't parked there, sure... I'd be irritated for three seconds, but no longer irritated after I took the cones, threw them into a dumpster, and got myself a nice spot to park.
But that's not what he's doing. He parks, then tries to give just a little extra admonition to avoid touching the car. Big f'n deal... he's not harming, hurting, cheating, stealing, or doing anything other than parking with flair.
I would advise against it, just because my guess is that it would simply attract vandalism, because SOME people are assholes... wouldn't do this myself. But there's no harm in this guy doing it, if he feels like it.
However, I have rendered my judgement: No foul. Complaints are ruled frivolous.
