it was still built under sea level, and then they blamed the engineer's for the levee's not being built strong enough. nobody has sympathy for people in Malibu when their beach front homes get thrashed by storms. I even remembered the suggestion that homes in new orleans not be rebuilt and moved farther inland and some of the people got indignant about it, that they weren't going to move.
