Which of these resolutions seems appropriate when you see someone in the act of an infraction level ticket:

a) Call the police.

b) Follow them for an extended distance and then have words with them.

Wait, let me ask a cop (yes I'm serious). Hmmm, surprisingly his answer is that the OP's behavior was dangerous and could be perceived as threatening to the other person. IE, the person with the kids may have grounds to press charges for assault "In the tort of assault, intent is established if a reasonable person is substantially certain that certain consequences will result; intent is established whether or not he or she actually intends those consequences to result". 2 miles of pursuit can "cause apprehension in the victim that harmful contact is imminent.".

Basically, even though the intent was to do a good deed and educate- you probably created a higher level charge for yourself (misdemeanor) then for the lady (infraction). And you opened yourself up to civil penalties.

Again, I love the intent, but the act was ill advised. Disagree with me all you want, I'm just telling you what the law says on the issue. Not to mention that you could get shot, etc.
