There are an extreme number of other rules and regulations that you can violate that will get you in serious trouble using gov't computer systems without sending you to prison.
Misuse is enough is enough to lose security clearance if you have one, which can follow you around for the rest of your life and can be used as cause to launch investigations by several "3 letter" federal agencies that even if they don't result in anything, can cause you lots of problems. No exaggeration.
Before .gov even allows you to use one of their computers, you have to sit through a day long training program that covers everything from classified information to prohibited activities to protection of user privacy.

I'm not saying this to give any sort of creedance for anything else Beck says. The guys a whackjob but as the old saying goes, even a blind pig finds an acorn now and again. .Gov makes the rules with regards to their computer systems and they can make your life miserable over the use of them...
