The only Camaro that gets a motor on par with its Corvette counterpart is the Z/28 and that's because they literally had no other option. Not to mention the Z06 was dead when the Z/28 got the LS7. You can't point to the ZL1 and say it makes more than the Z06 to prove your point because it doesn't compare to the Z06.
Al O is the engineer. He has to work with what GM gives him.
I am betting, right now, the Camaro that gets the LT4 will not make anywhere near 650 horsepower.
Getting a trademark on the L88 badge doesn't necessarily mean anything. Chevelle was trademarked the same time and I don't see a new Chevelle coming along.
