This law truly makes sense and several NC Stater troopers have been killed by inattentive motorists. However, I also was victimized by a pair of troopers pulling car after car over to issue tickets. I was in the left lane on a long curve and the officer had pulled a driver to the left side. I saw the lights, but as flat as it is in NC in the northeast, it was unclear what direction OR lane the lights were originating from. I was doing an honest 54 mph in a 55 mph zone and as I approached the cars in question I slowed to about 40 mph and still got pulled. When I went to court, the officer did not show, for two months. On the third month, the officer and judge did not understand the statute, especially the "slow down if you can't pull" over and did not know if it was a moving violation or not. End result was no charge but $140 in court costs. I feel ripped because I absolutely respect the difficult job that highway patrolmen have but am totally in disrespect of this particular officer who still doesn't understand that it is not always possible to just move over under many traffic situations.
