Part of the criteria the computer uses is % throttle. If you have the throttle open over the set thresh hold, it also will not engage skip shift. Skip shift only engages if speed is under 19mph, throttle is less than roughly 35% (I forget the exact %), and if load is minimal - all three. Just meeting one or two items still won't engage it. Unfortunately, those very criteria I encounter regularly to and from work, so in the eliminator went! Now I can control speed much better in stop & go traffic using the gas pedal, rather than getting on the brake constantly. Much better for brake longevity.
