There is an SAE procedure for measuring HP. If it doesn't make 700 they can't say 700. It is a witnessed test.
Former Corvette CE Dave Hill was instrumental in making this the industry standard to keep the "liars" of the table.
If you recall several years ago all the Japanese OEMs lost about 20 to 30 hp
for no reason....................other than they were checked.
