3400 tells the plant to start making the stickers that have the VIN on them. The VIN is then known inside the plant. During the C6 production there was a number to call in the plant and the VIN could be learned. I can not remember the name of the person one talked to and I do not know if this is still possible.
TPW sometimes can be seen as early as 3000.
3400 indicates the build will occur sometime in the coming week.
