ShnOmac mentioned it early, you need to fully shutdown your XB1 to clear this issue. When your XB1 powers down it's really in hibernation, that's why it only takes a few seconds for it to power back on, it's also how it can listen for "Xbox On" and power everything on.
Holding down the power button on the front of the console for 5 seconds will actually shut it down. Press it again to turn it on and you'll be good to go. It's some glitch, hopefully they'll sort it out soon. I've had it happen to me on a few occasions.
