Well here's the deal. You say other cops don't stop you which is possibly very true. Some cops depending on how long they have been cops pick and choose our battles. Some look for drunks, others looks for dope, and then some (which are new guys) will pull over anything and everything in hopes of getting something good.
Now you have stated he hasn't wrote you a ticket yet which is a good thing, but take it as a generous thing too. You got to remember he is human alao, he might have gotten into a fight with his wife or kids prior to coming to work and he might have been on the phone and you just happen to drive bye with your loud car causing him to have to ask his wife to repeat it the statement again causing him to get chewed on by her. Not sure that's the case but some people have a hard time leaving personal problems at home when on duty. I have been in law enforcement for 11 years and have occasionally brought it to work with me. It's not fair for citizens of the community but we are human. He was nice to give you 2 warnings take it and fix the problem before it gets worse. He could impound your car and then you have to pay tickets, tow bill and whatever else he desires because your vehicle is not safe for the roadway.
Just remember he has a job to do and if he chose to pick loud cars for the day then that's his issue. Tomorrow might be no tail lights, we can't catch everything but usually the ones that stick out the most are the ones that are loud.

P.s. don't go to his boss, like some stated he will make your life hell, legally.
