You need to take my word for what I'm saying, or else move out here and experience it. They'll do 15
under in a 45, and when the speed limit changes, they
speed up to 10
over. It's bad driving, not super-conscientious drivers that are keenly observing road conditions. I don't mind the optimism but you sure give the average joe a lot of credit for driving ability.
