The dealer will be charged for the price increase then credited for that amount whether you pay the price increase or not. In other words: negotiable.
This is true if the order was in before March 3 and gets accepted for production before the end of the model year. You paying the pre-increase price is NOT automatic. It should be, it could be, but it is not.
Better to go into this informed than blind sided.
