Microsoft is giving access to Project Spark Beta for XB1 customers. Just download the game from the store and sign up on their website through the XB1. They sent a code out about 4 hours after signing up to gain access to the game.
You can sign up for PC as well but I still havent received a Beta Code via my PC email address.
