Laquer and enamel don't like each other..... was the base color painted in enamel, then clear painted in laquer? Just from the description, sounds like you had a compatibility issue. Hand oils will also cause problems.

Auto paint suppliers sell primer/sealer... use it as a base, then use compatible base coat - clear coat paints and keep everything warm, dry and clean.
