If you're seeing swirls and scratches, those are caused by improper washing technique. That's where 90% of clear coat damage comes from.
To get rid of them, you need to polish them and actually level the clear coat out, on a microscopic level.
Applying something that hides them is only a temporary fix, albeit a good looking one.
