It has a lot less to do with your driving record and a lot more to do with where you live. Comparing rates in anything other than the same town is absurd.
And $2000 is light. It's going to cost me well over $6K per year per child to insure my kids when they turn 17 on a basic economy car. If they were growing up where I grew up, it would easily cost double that.
