Yes, all Stingrays come with the aero plate kit. The other plate holder is for a small number of states whose laws require the front license plate to be a certain minimum height above the ground, and the bracket is a mandatory "option" if the car is sold through a dealer in one of those states. Other states have the front plate requirement, but either have no height law, or the required height is low enough the aero plate is sufficient for mounting. Keep in mind that you really should remove the entire aero plate assembly if you ever track your car for cooling purposes, but at least it's designed to be quickly removed and reinstalled.
