I'm doing my career races in order, so I don't know exactly what's going on. But I think it's that you need to complete more races.

It depends on how many of your friends have. If you have a lot of friends with Forza 5, then you'll mostly race their drivatars. But if you don't have a lot with Forza 5, then you'll play your friends and some random people.
