I'm guessing that the force required to push snow so far up the front end that it was coming out of the hood vent would indicate it hit a pile of snow at a pretty decent rate of speed.

Also the airbags were deployed and that won't happen to a car not being driven or at least running.

So my assessment is that it was driven and poorly for the conditions.

Maybe they just hit a snowman crossing the road.
