From a USCG Captain. The military certifies people for the USCG boats. If you become a Bosun Chief, you will pilot the 25 or 44's and will then work your way up. You can possibly go right to the fleet, but it will be a few years until you get to the bridge.

You will get VA Benefits for education as a vet. You can use those VA benefits to allow you to certificate under way while in the military so when you get out you have them. But the USCG will not directly get you the certificates.
